The Machine as Buyer: Virtuals ACP and the Evaluator Problem

As peaqOS machines begin hiring AI agents, the industry must decide if Virtuals' commerce protocol is a structural breakthrough or just another exercise in signaling.

On July 14, machines running peaqOS gained the ability to pair with AI agents through Virtuals’ Agent Commerce Protocol. The integration, via robotic.sh, lets robots set onchain spending allowances and hire agents to shop, pay, and execute tasks on their behalf. A machine is now the buyer. Whether that qualifies as real commerce or a sophisticated simulation is the question worth tracking.

Start with the name confusion. Virtuals ACP (EIP-8183) is not OpenAI or Stripe’s ACP. That version focused on in-surface checkout inside ChatGPT and proved fragile enough that OpenAI shut down its flagship Instant Checkout product in March 2026. Virtuals built something different: a four-phase protocol—Request, Negotiation, Transaction, Evaluation—designed specifically for agents doing business with other agents, developed alongside the Ethereum Foundation’s dAI team.

The structural differentiator is the evaluator agent. In most commerce protocols, verification is either an afterthought or a centralized service. In Virtuals ACP, the evaluator is baked into the transaction. The evaluator is just an address on-chain, but it can be an AI agent for subjective tasks, a ZK-verifier smart contract for deterministic ones, or a multi-sig or staking-backed validator for high-stakes agreements. The protocol does not care what runs the verification—it only cares that verification happens before funds release.

Compare that to x402, which functioned primarily as a micropayment rail. Over 95 percent of x402 activity turned out to be protocol signaling, not actual buyer-seller exchange. Virtuals’ own numbers invite the same scrutiny. The protocol reports $470 million in agent GDP and 1.77 million completed jobs as of February 2026. Those are self-reported. Without granular data on what those jobs actually involved—whether they represent genuine commercial exchanges or internal protocol testing—the figures remain a black box.

The VIRTUAL token’s history provides a necessary reality check. Between January and June 2025, the project saw a 96 percent revenue decline during the broader AI-agent narrative cooldown. That kind of collapse suggests the ecosystem runs on sentiment as much as on protocol adoption. Fundstrat and FSInsight have called Virtuals ‘Stripe for AI Agents,’ but the market has shown that narrative-driven growth and sustained value flow are different things.

The peaqOS integration is the test case. The peaq ecosystem reports 6 million machines onboarded and 48 million machine transactions. If those machines are genuinely using Virtuals ACP to hire agents for procurement—not just pairing for demonstration—we are looking at autonomous machine-to-machine value exchange at a scale no other protocol has attempted.

The revenue numbers tell a more modest story. Virtuals generates roughly $59 million in trailing twelve-month revenue and about $170,000 daily in fees. Not nothing, but small relative to the $8 billion in DEX trading volume the platform attracts. The $1 million monthly incentive program for revenue-generating agents complicates the picture further. Incentives make it profitable to simulate commerce, not just conduct it.

Virtuals also runs on a reputation system it calls Proof of Agreement—every completed job, evaluator attestation, and deliverable hash gets recorded on-chain, creating portable reputation that any facilitator on any chain can read. That is a real architectural choice. If the evaluators are honest, the reputation is meaningful. If the evaluators are as incentivized to signal as the agents they monitor, the verification layer collapses.

The protocol has five pillars: EconomyOS for identity and banking, ACP for commerce, agent tokenization for capital markets, robotics through Eastworlds, and a governance layer that remains redacted. Veronica, a D2C commerce agent that handles everything from catalog management to logistics, shows what a full-stack agent looks like on the platform. But one agent does not make an economy.

What needs to happen next is specific. The peaqOS integration needs to produce sustained transaction volume that is not driven by incentive programs. The Proof of Agreement reputation system needs to generate enough track record that agents can actually negotiate better terms based on their on-chain history. And the $470 million in aGDP needs independent verification that separates real commerce from protocol activity.

Virtuals ACP has the right architecture for agent-native commerce, and the evaluator agent innovation is genuinely novel. But architecture is not adoption. The same protocol that could enable trustless machine-to-machine commerce could also become the most sophisticated protocol-signaling system yet built. The difference will be measured in what the machines actually buy, not what the protocol claims they did.
