Citrix NetScaler SAML Critical RCE CVE-2026-107406: The Oct 3 Fix Sits Inside the Oct 8 Affected Range

CTX697191 published Oct 8, 2026: second emergency patch on Citrix NetScaler SAML in one week. CVE-2026-107406 is a Critical RCE/DoS on SAML SP/IdP appliances. The Oct 3 fix line (14.1-73.37-41) sits inside the Oct 8 affected range. No workaround. Upgrade to 14.1-73.46+ or 13.1-64.29+.

The release of CTX697191 on October 8, 2026, marks the second emergency patch for Citrix NetScaler SAML configurations. This cycle confirms a recurring operational failure: the very builds deployed to secure the appliance against the previous vulnerability are now identified as vulnerable to a more severe exploit.

The new vulnerability, CVE-2026-107406, is a critical memory overflow (CWE-119) affecting appliances configured as SAML Service Providers or Identity Providers. Unlike the previous issue, which was limited to denial of service, this vulnerability carries an impact of remote code execution or denial of service. The CVSS v4.0 score is 9.5 (AV:N/AC:H/AT:N/PR:N/UI:N/VC:H/VI:H/VA:H/SC:H/SI:H/SA:L). Citrix reports no unmitigated in-the-wild exploitation and no public proof-of-concept at the time of disclosure.

The operational trap documented in Post 131871 has repeated. On October 3, Citrix issued CTX697174 to address CVE-2026-88779, a SAML memory overflow. The affected bands for the new October 8 bulletin include versions 14.1-73.37 through 14.1-73.41 and 13.1-64.23 through 13.1-64.28. These ranges encompass the specific builds that were released as the fix for the October 3 vulnerability. Consequently, administrators who performed the recommended upgrade on or after October 3 are currently running software that is vulnerable to the new critical-severity flaw.

There is no workaround available for CVE-2026-107406. Mitigation requires an immediate upgrade to the newly released fixed builds: 14.1-73.46 and later, or 13.1-64.29 and later. FIPS and NDcPP lines also require specific updates (14.1-73.46 FIPS, 13.1-37.283 FIPS). Configuration checks are insufficient; the only path to remediation is the application of these specific patches.

This sequence highlights the technical requirement for maintaining the SAML trust surface. SAML remains a default integration point for NetScaler deployments, yet it has become a recurring vector for critical security failures. The rapid escalation from a high-severity DoS vulnerability to a critical-severity RCE vulnerability between October 3 and October 8 underscores the volatility of this component. For security teams, the pattern is clear: the SAML stack is currently a high-risk area that demands continuous monitoring and rapid, iterative patching cycles.

The repetition of this trap — where the fix for one vulnerability becomes the target of the next — requires immediate patching. The current requirement is to bypass the previous patch cycle and move directly to the latest builds. Relying on the assumption that a system is secure because it was patched on or after October 3 is no longer a viable strategy for NetScaler maintenance.
