Agent Control Plane
An agent control plane is the centralized system that deploys, operates, monitors and governs an organization's AI agents: it sets the rules they follow, routes work to them, and keeps a record of what they do.

Think of an agent control plane like the air traffic control tower at a busy airport. The planes themselves are the AI agents: each one flies its own route and carries its own passengers. The agent control plane manages the whole airspace. It sets the rules for takeoff and landing, sequences movement so nothing collides, and watches the health of every flight. Pull the tower out and the airport descends into chaos.
The pattern is borrowed from infrastructure engineering, where systems like Kubernetes cluster architecture split the same jobs: the control plane manages the overall state of the cluster while worker machines run the actual workloads. An agent control plane applies that split to AI. It separates the data plane, where agents execute tasks and touch tools, from the governance layer above it that enforces policy and routes requests.
Three lookalikes cause most of the confusion. First, agent infrastructure: the runtime primitives, such as memory, wallets and tool connections, that let an agent function at all. The control plane is the supervisor above those parts. Second, the Model Context Protocol (MCP), which shapes how context, tools and data are handed to a model during a single interaction, while the control plane governs agents and services across the whole system. Third, an agent framework, meaning the library used to build and run one agent. A framework is not a control plane: frameworks build and run individual agents, while a control plane governs many agents across frameworks from one place.
In practice the control plane prevents agent sprawl, the uncoordinated multiplication of agents that raises security risk and complexity. In a procurement workflow, for example, one agent gathers vendor estimates, another evaluates pricing and a third submits approvals. The control plane sequences those steps, checks each agent’s permissions and logs the decisions for later audit.
The category has no single settled name: agent platform, agent layer and AI control plane all float around the same idea. MongoDB’s Atlas Agent Engine is one example of the label in use, describing itself as the agent layer on top of a company’s existing data foundation.
